What is the East Oakland Community Emissions Reduction Plan?
The Bay Area Air Quality Management District (the Air District or BAAQMD) is co-developing a Community Emission Reduction Plan (CERP) with local community leaders and stakeholders for the East Oakland area. The purpose of the East Oakland CERP is to develop community-led strategies to reduce harmful air pollution that impacts people where they live, work, play and pray. Why do we need your input?
Your input is critical to helping us understand the air pollution concerns that are most important to you and your community. We are using the Social Pinpoint mapping tool to collect community input that will help inform strategies to reduce air pollution and protect public health, especially in those communities most at risk from poor air quality. The Air District is placing an emphasis on outreach and engagement with community members in underrepresented or historically underserved areas. This is your opportunity to provide us with information based on your lived experience in the East Oakland area.
What kind of information are we collecting?
There are three categories of information that you can add to this map :
- Air Pollution Concerns : Air pollution from buildings, industry, trains, trucks, ships, etc.
- Locations Where People Gather : Places where people gather – especially seniors, young people, or community members with increased health risks.
- Community Strengths and Resources : Locations which represent the creativity, culture, history, heritage, and strength of the community.
Comments are auto-moderated for profanity and hate-speech, and all images require manual approval before being made public. All flagged content will be reviewed by a member of staff within two days of posting.
What will we do with your input?
The goal of this project is to inform efforts to reduce air pollution emissions and exposure and in turn improve community health in the East Oakland area. This is a community-led process and your knowledge of history and local conditions is critical to directing our efforts to improve community health.

- Please add location-specific information about your knowledge of the potential source of pollution and how it may affect community health, safety, or quality of life.
- Existing brown dots on the map indicate facilities that have air pollution permits from the Air District.
Locations Where People Gather Places where people gather – especially seniors, young people, or community members with increased health risks.
- Please add any missing locations or more information about a particular location.
- Existing pink dots on the map indicate places where people may gather, like schools and hospitals.
Community Strengths and Resources Locations which represent the creativity, culture, history, heritage, and strength of the local community.
- Please add locations that will help us build a better understanding of the community; it is critical that we know what places are important to you and why.
- Understanding these locations will help us strengthen and target emissions reduction programs.
- Drag and zoom the map to put the marker at the appropriate location, then click "Place Marker Here" to drop the pin.
- Add your story in the comment box that appears, then click Next. This will submit your comment and generate a confirmation email.
- An optional survey for including further information will be shown. Click the top right "x" to dismiss.
Each placed marker also has an option for others to add comments, as well as add simple thumbs up / thumbs down reactions. All of this information will be taken into consideration.
